Become a Consilium Delivery Partner
Consilium General Traders and International Services Inc. is a Canadian prime contractor based in Toronto that bids and administers government and defence contracts. We do not manufacture most of the goods we supply and we do not self-perform most of the work — we source it from delivery partners and carry the contract, compliance and reporting obligations. Contact Consilium if your company can supply or deliver work for federal, provincial, municipal or allied procurement.

We assess fit against requirements
Consilium reviews the submission against the sectors we bid and the solicitations we are tracking, and contacts you where there is a match.
Your capability goes into the proposal
Where a fit exists we request specification data, pricing and supporting documentation, and assemble it into the tender response.
Delivery and contract administration
If the buyer awards the contract, the work is delivered with you as partner while Consilium manages reporting, compliance and contract administration.
One accountable contract holder
Consilium is the party the government buyer contracts with, so tender administration and reporting sit with us.
Bid preparation handled
We assemble the response, compliance documentation and pricing schedules that public solicitations require.
Access to tracked opportunities
Submissions are assessed against the federal, provincial, municipal and allied requirements we monitor in your sector.
No exclusivity
Partners keep their own customers and can continue bidding directly while working with Consilium.
Questions suppliers ask
What is a prime contractor, and why partner with one?
A prime contractor holds the contract with the government buyer and is accountable for delivery, compliance and reporting. Partnering with a prime lets a supplier or contractor take part in public contracts without carrying the tender administration, insurance structure and reporting obligations that sit with the contract holder.
Does Consilium guarantee contracts to partners?
No. Consilium submits competitive proposals and the buyer decides the award. Partnering improves a firm's access to public tenders and its competitiveness in them, but no contract, volume or award is promised or guaranteed.
Do you have to be a Canadian company to partner?
Canadian manufacturing or delivery capability is an advantage in many solicitations and some requirements demand it. Consilium works with Canadian firms first, and with international suppliers where a requirement calls for goods not made in Canada and the solicitation permits it.
What does it cost to become a delivery partner?
Nothing. Consilium does not charge suppliers, manufacturers or contractors to be assessed or to be included in a proposal. Commercial terms are agreed per contract if an award is made.
Do I need to be registered on CanadaBuys to sell to government?
Registration on CanadaBuys is free and gives a supplier a procurement business number and access to federal tender notices, but registration alone does not create demand. Suppliers still need to be proposed on a bid or hold a standing offer. Working with a prime contractor is a practical route in while building a direct bidding history.
How long does partner review take?
Submissions are reviewed as they arrive and matched against active solicitations. Most assessments are completed within ten business days, and you will be contacted if there is a requirement your capability fits. Submissions are kept on file for future opportunities.
